The municipal Plenary approved last night, with the favorable vote of PSOE, Alternative for Santomera and Citizens, and the opposition of PP and VOX, modify the tax ordinance regulating the Property Tax (IBI).
This is the second amendment to these regulations approved by the Santomera City Council with the aim of adjusting the receipts for next year, when the new presentation of cadastral values ​​will come into force.
Following the last cadastral revision, which has greatly reduced the value of real estate, the Plenary approved last July to increase the tax rate from 0.5 to 0.75%, in the case of urban properties, and lower it from 0.74 to 0.7% in application to paperback.
However, those types were set in the wrong way, based on technical reports that proved wrong over time, and did not allow a decrease in receipts that would benefit the majority of the population and, at the same time, did not put risk the economic stability of the Santomera City Council.
Once the starting problem has been recognized, the Government team has been looking for a way of rectification that will be satisfactory, as approved yesterday.
By virtue of what was agreed last night, the tax rates for 2020 have been set at 0.67% for urban real estate, 0.74% for rural properties and 1.3% for properties special.
In this same chapter an exception is established for farms destined for industrial or commercial use whose cadastral value exceeds 900,000 euros, which will be paid based on a differential of 0.95%.
New features have also been included in the bonus chapter, which goes on to collect deductions for the installation of energy saving systems, the extension of the reduction percentage for large families and double counting to achieve such cataloging of children with disabilities.
According to the Treasury reports, all this will mean that the municipal coffers will reduce revenue by 238,171.33 euros.
In other words: together, the owners of real estate located in the municipality of Santomera will save that same amount on their IBI receipts next year.
In addition, the next Municipal Budget will reserve an item of 40,000 euros for the granting of direct aid so that people and families in a situation of special vulnerability can face the payment of the 'contribution' with guarantees.
Victims of gender-based violence, pensioners and low-income families, widows or single-parent families with children under their care, as well as people who suffer or are in charge of relatives with a disability greater than 64% may opt for the first time in 2020 to that new line of subsidies.
The cost to the municipal coffers of this modification of the IBI is, therefore, globally estimated at more than 275,000 euros.
For the Department of the Treasury, the approved amendments allow to adequately balance its two main objectives: to make citizens pay less and more fairly for the IBI and, at the same time, guarantee the budgetary stability of the City Council.
