Santomera City Council last night gave the approval to its General Budget for 2019, thanks to the favorable votes of PSOE and Alternativa.
The accounts, which balance income and expenses for a total of 11,699,992.37 euros, experienced an increase of 5.45% with respect to those of 2017, last approved last year were extended.
Broken down by epigraphs, revenues increase by 604,992.37 euros, basically as a result of the cadastral review that is still underway and that is leading to new registrations in the Register of Real Estate Tax.
In this way, direct taxes are increased by 4.93%, despite the fact that the City Council has reduced the tax rate of the urban 'contribution' by 10% during the last three years.
On the other hand, indirect tax collection decreased by 23.46% as a consequence of the bonuses applied to the ICIO, while the income from fees remained almost unchanged, consolidated and the elimination of the charge for shop windows, signs and, for retail stores and certain services, the issuance of opening licenses.
However, it is the chapter on financial liabilities that experiences the greatest growth, given that the formalization of a loan of half a million euros is expected to encourage investment.
With regard to expenses, the largest percentage increases occur in the current transfers (27.5%) and personal (21.3%), the latter consequence of the update of salaries and the future hiring of a architect, two management technicians and two administrative technicians.
In the investment section, an initial outlay of 610,415.65 euros is contemplated, which will be used to remodel the Gloria Street, a work that is already underway, renovating the playgrounds of the parks, replacing the turf of the football field or building a ride in El Siscar and a sports court in La Orilla del Azarbe.
In any case, an additional 2.5 million euros will be added to this item in the coming weeks thanks to a European subsidy that will modernize the public lighting network and reopen the heated pool.
In this way, investments will exceed 3.1 million, reaching 22% of the total budget.
Ambitious, rigorous and honest
In the opinion of the councilor of Finance, Alberto Menárguez, it is "a responsible slopes, because they meet all the requirements of budgetary stability, and rigorous, because we have calculated them applying the cash criterion, that is, based on what was collected on the last year, without considering uncertain futures ".
The mayor also highlights that the General Budget has managed to combine the tax cuts and the elimination of rates with the decline in debt, which at the end of the year will be set at 3.9 million, about 55% less than in 2014, and the ability to be able to make investments with important funds such as the settlement of Santomera's main street, the renovation of playgrounds or the replacement of the turf of the football field ".
