Social aid will be distributed more fairly and will reach more families (16/10/2020)

| The new regulatory ordinance, which has come into force today, expands coverage and amounts and guarantees complementarity with other benefits | Being able to reach many more people and achieve a fairer distribution of resources.

That is the objective of the new Regulatory Ordinance of Aid for the Attention of Social Needs of the Santomera City Council, approved in plenary session last July and in force since this morning, after its publication of the BORM. The document replaces the one prepared in 2015, which had been outdated in various respects.

In this sense, the new regulation extends the coverage of aid to new profiles of people with social vulnerability, introduces new concepts of aid, updates the maximum amounts, guarantees complementarity with other recently incorporated social benefits such as the minimum vital income, simplifies the administrative procedures associated with your request and favors its electronic management. Among the modifications introduced, a greater appreciation of the social factors that affect families stands out.

Thus, the purely economic scales lose weight, a reason that in part justifies the expansion of these: the requirements in this regard have increased from 1.7 to 2.1 of the IMPREM (Public Indicator of Multiple Effects Income).

Thanks to this, groups such as people who receive minimum pensions, discontinuous permanent workers or with temporary contracts with precarious income, who previously were outside the protection of these aids, will be able to begin to apply for them. In addition, the type of aid has been expanded by incorporating sections not covered so far.

Along these lines, new differentiated concepts have been created to cover the expenses derived from communications and new technologies, with the aim of minimizing the digital divide, or support treatments for oral health for certain vulnerable groups.

The maximum amount to be granted in the technical aid section has also been increased to 1,000 euros; This will allow the acquisition of support products necessary to promote the autonomy of people, which in many cases is much higher than the 600 euros cap set in the recently repealed regulations. Another section that has been modified is that of the limitation of the time to request successive grants for an identical purpose, which has been set at two years.

In this way, it is clarified that the aid included in the new ordinance does not have a periodic nature, but rather seeks to respond to specific situations that avoid the chronification of poverty. At an opportune moment "This ordinance will help us to take another step towards the goal that no one is left behind," says Paloma Cánovas, Councilor for Social Rights.

Furthermore, its approval has come at an opportune moment, "because, unfortunately, the pandemic has contributed to aggravating the difficulties that many families are going through.

Times of crisis tend to always be cruel to the same people and we, as the closest administration, must to be by their side to provide all possible support.

Cánovas also wanted to highlight the great work that is being carried out by the Social Services Association, some of whose techniques are also responsible for the drafting of the new ordinance.
